While it is a torsion bar, it's a very crude one.  I'm talking a fully adjustable torsion bar much like the one's found on the air-cooled VW's that had IRS.  This way you can play with it, adjust it for whatever kind of driving you plan on doing and that sort of thing.

    The cross piece of the stock rear axle IS a torsion bar.
