Im pretty sure that is the oil/water cooler.

I did that when I first got my Scirocco. I took a wire wheel to the
intake manifold and then used my port and polish kit to remove the
roughness from the manifold. It came out looking really shinny. I didnt
get that mirrored polished look I was after but just the same, it looked
very cool for all that I had done to it! I took some video of it and the
last time I looked at it im supprised as to how damn bright it came out
compared to how it looks now. Kinda dull and some silver overspray on it
from the painters. eh.
