what type of oil is better

Like ten viscosity points makes a huge difference... your mechanic is playing games. 
 Use what you want.

Small wheel w/ power steering; no downsides, all up.
Small wheel w/OUT power steering: slightly increased steering effort at low speeds.  Some people like that.
