Well, as an incentive to get old cars off the road it ca have an effect
to reduce to total pool of available Sciroccos, and perhaps convince
current (if non-enthusiest) owners to scrap their Rocs. A bad thing.

Better to keep them in fighting trim, buy replacement parts and
invigourate World Commerce.
