Jumper around the relay via 87 and 30 terminals. You will see they are
the two largest spades in width, (You may already know this btw).

Maybe you are not getting enough fuel pressure to begin with. You might
pull the inline filter (is it up in the engine compartment during your
model year?) and tap it on the ground-  rusty particles fall out?
