I had the same problem with my car and I had header wrap on it from the get 
go.
What I did was get some of that shiny heat shield cloth(MK3 cars have it on 
the fuel lines just split the seam and open it up) from the local surplus 
store.
Then I loosend up the U bracket that holds the rack bushing and slid it under 
there and tightened it back up and its never burnt since.
