I wouldn't be so sure of that.  As long as you pass the visual test, you 
should be fine.  The federal limit for Hydrocarbons is 220ppm for 
1987.  I'm not sure what California was that year, but my guess is 160.

Regardless, my 16V's highest reading ever was 12ppm.  I can guarantee you 
that I could remove the cat and still be below 160.  Properly-tuned CIS 
systems can almost always pass federal emissions requirements without cats.
