dying transfer pump? non roc

OK, this is for my GF's 86 Jetta GLI.

What are the symptoms of a dying transfer pump/fuel pump? 

The car is acting kinda strange and there is a general power loss. It 
feels weak. Also every once in a while, the power will decrease, and 
then pick up. Like the gas pedal was lifted, but it wasn't. The problem 
is getting worse. 

Is the only way to tell for sure (short of buying a new transfer pump) to 
get a fuel gauge and run a complete test of the system pressure?

BTW the odometer says 170,000 miles, and it's been there for the 2 years 
that she's owned it.
