RE: Roc with 84 GTI engine wont turn over

The click is the solenoid engaging, 

The fact that the engine turns with a wrench but not when the solenoid 
engages means that there is a problem with the started. One of 2 things 
that I can think of. 

1. It is dead
2. Not enough juice is getting to it. Check the connections for 
corrosion. Even though your battery is good, the juice might not be 
getting to the starter. 

I would bet on a dead starter.
