Well, tell you what I have heard to be the best route to take.  Go with a
Euro dual manifold and downpipe.  I am not sure what is available for the
16v, but those euro manifolds are much more durrable that headers.  Headers
have a tendancy to break.  Although, the TT front mount will help to reduce
the chances of that happening.  
For my '84 8v Scirocco, I am going to a dual outlet manifold and TT downpipe,
freeflow cat and TT stainless cat back system.  I will be putting it in in a
couple of weeks.  I can't wait!
