16v w/ turbo



There are lots of ways you can go with a turbo.
You can leave the engine internally stock, run limited boost, use your stock CIS and count on your stock knock sensor to prevent detonation from killing your engine. The boost would be pretty limited, but even 4-5 psi would make your Scirocco faster than your GTI.
You can find some way to lower the CR, double head gaskets, 16V head on an 8V block, forged lower CR pistons, then run more boost simply because with the lower CR the engine will be less likely to detonate.
Then you can start adding more sophisticated engine controls. MSD boost retard doesn't give you much control, but seems to work pretty well. Programmable engine management gives you as much control as you'll need but you need to know how to tune, and/or have the tools to tune it. Having better engine controls will let you run more boost.
Adding things like intercoolers or water injection or running race gas/toluene/octane booster will all let you run more boost for a given engine specification.

If you want big power you have to have an appropriate CR and the engine controls to go with it.
If you want a little boost you can get away with the infamous Vortex "I turboed my engine for $500".
