[OT] eBay Advice Needed

  I am not too familiar about ebay rules, but clearly that guy is 
jerking your chain.
  If you still have your merchandise and he still has his cash, I think 
he is harrassing you.
  And his comments about shipping are bull, the only problem going 
across the border is UPS, because they charge a mandatory brokerage fee.
  If the whole story does not affect your reputation as a seller, I'd 
say to drop him and move on.
