relays (what's the purpose of...)

so i, in my anal way, catalogued all the relays that i have. great.
nine relays for the front wipers. but that's straight forward enough.
there are other, though, that i'm curious about. i'm hoping that someone
can shed the light on these seldom seen black boxes.

1) 141-951-253-B & 191-937-503 - seems to fit a number of options (ie -
a/c fan, horn, etc.) would i be incorrect to assume these are like a
generic 20A relay?

2) 1H0-919-433-A - warning time relay. i'm assuming that this is what
controls the seat belt light to come on/go off. the one in my '85
doesn't seem to work. could a faulty relay be the cause?

3) turn signal relays - i have a number of these. my flashers are
spastic when on indicating a turn (just fine in hazard mode) with no bad
bulbs. i know the later model vw's the relay is in the switch itself.
i'm willing to switch out relays to find a more pleasing tempo but
wondering if the relay controls the speed.

4) 811-905-343 - idle speed boost. is this what kicks the engine faster
when the a/c or the blower motor is turned on? would this contribute to
my cold start issue?

5) 813-906-064 - pulse relay for the cold start valve. i plan on trying
this to fix my cold start issue. i've already replaced the CSV itself
and the engine temp sensor. has anyone ever had one of these go out and,
if so, what were the symptoms?

at any rate, i hope everyone is enjoying the etka. any feedback with
these would be greatly appreciated.
