Who all is using Evans Coolant?

No, I don't think your vacuum vents would have anything to do with it
because your TEC II fuel injection is MAP (manifold absolute pressure)
based. It doesn't care where the air comes from, it only measures manifold
pressure and meters fuel based on that.
Injector turn on time can vary depending on type (disc or pintle) and
impedance (low impedance typically opens faster) but is generally in the .75
to 1.0 msec range as far as I know.
Personally, I think that tuning the fuel injection on a TEC II is a pain in
the ass, so I never paid enough attention to the specifics. I'd change the
opening time back to 1.0msec and adjust the other parameters to attain the
apparent improvement you've made. Changing the opening time to an incorrect
value is sort of a bandaid it would seem to me although it does seem to
indicate some more tuning is in order.
BTW, if you don't have a WB-O2 then check out the Innovate LC-1. With sensor
it's under $200 and will be a huge help to tuning WOT.

Dan,
Do you think my vacuum vents not operating could be causing a lean
condition? I noticed I no longer have a check valve in the vacuum line.
Maybe I should plug the main line going to the vents to check and see.
What is the minimum injector turn on time? I upped mine to 2.0ms from
1.2msand it evened out my idle and I must have gained 20 more seat of
the pants
HP.
