I would say yes in a general sort of way.
General because;
1.the AFR that you specify needs to be close to the figure required for optimum power although it
does seem that the power fall off either side of optimum is pretty gradual.
2. if your VE value are far from optimum then it will take some time for the MS to correct to attain
the target AFR and the engine may have moved on from that particular load/RPM point. Of course,
iterating the VE table based on AFR feedback will get the matrix closer and closer to the optimum
and, sooner or later, attain nirvana ;^)
