Air intake on 16v




Actually, you've got it backwards.  The idea of the intake air preheat is 
that it takes some of that thermal energy from the exhaust gas to warm up 
the rest of the engine to operating temperature faster.

If it was driveability, then in theory it should be on all CIS equipped
cars - especially those sold in "cold" climates.  This is not the case -
as I indicated previously the 1.8 DX engine (and the KR, as it turns out)  
did not have engine pre-heat.  Both of these engines were "high output"  
versions of the 8v and 16v engines we had in North America - but were
without catalyst or other pollution control equipment.

If you experience driveability issues in cold tempertatures with the
pre-heat deleted, it's because the system was "tuned" to run with pre-heat
input, not because it can't run without it.  Get a DX warmup-regulator
(CPR) for your JH, or convert your CIS-E 16V over to CIS injection from
the KR and get on with it.
