Bad transfer pump symptoms?

accumulator no, transfer pump yes:
short version (longer ver. to be posted later): reservoir has small
orifice on top that goes to a return line to the tank. this removes air from
the system before hitting the main pump. no transfer pump results in main
pump sucking from tank return line. no way to remove air from reservoir, so
when it gets full enough (of air), the main pump starves. (yes, that was the
short version).
sometimes waiting a few minutes will cause the problem to go away. this
is because the reservoir gravity fills from the tank.

transfer pump could still work occasionally (my problem comes and goes)?
> Also, could the accumulator cause a problem that comes and goes (I don't
think it would - it's all mechanical).
