16v ISV diag. questions

i'm having a few issues with my 88 16v rocco that have always been =
there, but i'm finally getting around to trying to figure out what is =
going on.  problem: idle stabilizer valve is not functioning. =20
now, as per the bentley manual, there should be battery voltage between =
the center terminal of the isv connector and ground.  in my case it's =
~12.9 volts.  so that's good. =20

now here's the thing... i've got ~12.08 volts between the center =
terminal and each of the other terminals.  the bentley says that i =
should have about 10 volts.  is this a problem, of is mr. bentley wrong? =
 i would almost think that where there is a defferance in voltage that =
it's good. does anybody else have any real-life readings that are the =
same as what i've got? =20

i've already ruled out the possibility that the isv is stuck, i've =
cleaned it thouroughly with carb cleaner, and the valve seems to move =
freely.=20

think my isv is junk? =20
