Hmm, you must be lucky.  It seems that almost every single VW I
have ever had I had this problem(being in Maine doesn't help I'm sure).
Just has become a way of life. Grind away the bottom of the shock
mount and then cut into the bushing and bolt.  Grease or anti seize
the hell out of the tube on the new one.  Sometimes it helps.
