[tech] Engine Balancing

First of all, are VW engines balanced internally from the factory?  Or 
do they also use the crank pulley to help in balancing?  Or is the
pulley balanced by itself?

I am looking to rebuild a stock bottom end and will be reassembling
the engine with original components...just new bearings, rings, etc...
so, is there any real reason to have the engine re-balanced...is the 
"factory" balance bad enough that I will notice a big difference by
having a shop balance the engine?  Originally, I thought that I would
leave the engine alone and just have the PP/Flywheel combo balanced,
but if the engine is not internally balanced, this would be pointless.

So, any thoughts?  TIA
