MkII Interior Fan grounds



Probably the clicking you hear is the Load Reduction Relay.  It turns on
when there is a load (duh) from the blower fan and other devices, so that
the electrical system doesn't have to draw all its current through the
ignition switch...So, it sounds like the switches are working correctly.  I
would check the series resistor and the fan, if its jamed in place, that
would cause these symptons.
