what all should block balancing entail?

Jeff,

You should not expect to have the machine shop dis-assemble and =
re-assemble your block for you for that price. You'll have to bring them =
everything dis-assembled, and then re-assemble it yourself. For that =
job, you will need my engine stand :)

The balancing job doesn't balance everything to factory specs, it =
balances them to better-than-factory specs. My motor is very much proof =
of that because it spins really smooth, even at very high rpms. What =
they really do is weigh all 4 of your pistons to figure out which one is =
the lightest. Then they shave non-structural metal off of the heavier =
ones to make them equal the weight of the lightest one. They continue to =
do that with all of the parts, including the nuts/bolts, wrist pins, =
rods, spin balance the crank, etc., etc. The more the better.

Now, it creates more work for you and more cost. Since you'll tear down =
the whole motor,  you will probably replace the bearings and a lot of =
seals that you wouldn't have if you just did plug-n-play. Plus you'll =
need brand new rod bolts, and those have to be pressed in, and arguably =
the rods should be re-sized when you do that.

When I did mine the motor had over 100K on it. If I came across a motor =
like yours with only 20K, I don't think I would have opened the bottom =
end.
