That is EXACTLY what they do here in Colorado.  There are Accident Vans
that run around, with all the forms to fill out and nice comfy seats
inside with tables to write on, etc.  Real cops are there for a little
while to make sure all is ok, then the "Accident Cop" takes over and you
take turns filling out your version of what happened, your info, etc.
Quite an efficient system.  On snowy days, they have "accident alerts"
which means, no need to call the cops if the damage is under $1000 in your
mind, just exchange info and come in later to fill out the report.
