HP at which a 4k is too low gearing?

150 WHP, 175 WHP, 200 WHP is all irelevant. 
What is relevent is how you intend on using the gearbox. All top end
driving? Set the gearing based on what speed you wish to obtain. If its
all around town/commuter driving, then the 4K is fine for that, even at
400hp.
