No, the puller for the flanges is to do just the opposite, push.  You can
make one very easily.  You need something like a 1" X 1/4" steel bar about
10" long and bend it like a square horse shoe.  Drill a hole in the center
of the front side of the horseshoe and use a long bolt with the same thread
and size of the hole in your differential shaft (in the middle of the flange
under the puck seal).  You use this to press on the flange by tightening the
bolt to take the clip out and put the clip back in.  In your particular
case, I believe you may either have the washer stuck in the clip groove, you
have shaft wear keeping the flange on, or it's somehow glued in place either
on purpose or by burnt oil.  Good luck!
