re accumulator/fuel pressure regulator problems? help asap ;(

Question #1: What would be the symptoms of a faulty fuel accumulator?
#2: What would the symptoms of a faulty fuel pressure regulator?

#3 Why does my fuel pump not work all of the time?  It is a new one.  Only
does it intermittently when car is hot and I try to start it quickly after
it had been recently turned off.

Any help would roc....... Its a 1.8L JH on CIS fuel system.
