Scirocco on ebay w/ 2 air filters?

I came across this Scirocco 8V on ebay and am a little confused. =20

He mentions having two air filters on the car and I can see some crazy =
PVC tube going accross the front of the car. Wouldn't 2 air filters be =
more obstructive, and actually useless? Is that what the tube across =
the front is? I would be interested in possibly setting something like =
this up minus the second air filter, however, it also comes to mind that =
the air moving between the radiator and engine would be hotter anyway? =
Any opinions, or is this someone on the list?
