Yes it would replace the factory stress bar.

No, it doesn't do enough to replace the factory bar unless you are doing
serious autocrossing/racing.  This particular brace is very cool though.  I
got my 16V copy for the GLI for $35 and I haven't EVER thought "I sure wish
I got that autotech brace".

I'll bet it will impress the hell out of your local VW tech though!
