Smoking tail lights

Question for those who have tinted their tail lights...

I'm thinking of tinting the tail lights and front turn signals on my
Jetta. I figure since it's white and has all of that black trim all over
it and black 16V spoiler it'll look pretty good. Anyway, If you use that
smoked paint you guys were talking about, should I sand the lights first?
Also, how much light does it block? I don't want to worry about getting
rear-ended or anything! I"ve thought about getting those halogen brake
lights and can hook up one of the bulb blanks to add more bulbs if I need
to. Finally, since I'd need an extra set of lights (inspection and all)
would it be worth to spend the extra to just buy smoked ones?

Thanks,
B.
