OK, Lets go to the Book- (Paraphrased to save my fingers)

Bentley for Rabbit, Scirocco, Jetta 80 to 84

6 Electrical System, pg.22
  section 5. Charging System


Regulators are transistorized, to prevent damage when making tests or
repairs pls. observe:

1. Only connect charging equipment to the battery posts, otherwise yoi
risk damage to the Alt.

2. Ground strap goes to frame, Terminal 30 goes to positive post.

3. When installing Alt, do not polarize the replacement. (Used with DC generators).

4. Never operate the Alt while the battery is disconnected. (DO NOT
REMOVE THE CABLE WITH THE CAR RUNNING, caps are mine). Also, don't
operate with the B+ disconnected and the others connected.

5. Never short or bridge any terminals except as listed in 5.1
Troubleshooting section.

6. Don't test the diodes with an external source of greater than 1.5 volts.


SYMPTOM: Ign ON, Eng not running, Warning light OFF.

A. Battery Discharged. TEST - Remove and test warning light.

B. Bulbs burned out. TEST - Disconnect connector plug from Alt. Using
Volt-ohm meter, test between Red wire and Ground. 

C. No Voltage: Open circuit between connector plug and battery + post.
TEST -  [bulb not burned out, voltage reaching plug] Disconnect the
connector plug from the Alt. With Ign ON, ground the plug terminal for
the BLUE wire against a clean, unpainted metal part of the engine.

d. Light Does NOT come ON. Faulty bulb socket, open circuit in Blue
wire, or open circuit between socket and Terminal 15 on Ign. switch.

e. Light Does come ON. loose connection between Regulator and Alt OR
Loose connection between Brushes and Regulator.

f. Light comes ON, Regulator properly connected. Worn out Brushes, dirty
slip rings (on rotor) or Both.

g. Light comes ON, Reg. properly connected, clean slip rings, brushes
not worn. Burned out Field Winding in Rotor.

h. Light comes ON, Reg properly connected, brushes, slip rings, and
rotor not defective. Regulator Faulty.

Also, you should be sure your return stream, ie the ground(s) are up to
snuff: Ground Strap from Battery to Chassis is whole, etc, etc.
