Same basics, different execution. in other words....

The CIS-basic system (straight mechanical, no frequency 
valve/brain/O2sensor) is purely mechanical. But that is not to say that all 
CIS-basic systems are the same. The angle of the airflow sensor walls, the 
factory settings within the fuel distributor, and the control pressure 
regulator are just some of the parameters that would most likely be 
different between different applications. I would think all three of the 
above are different between the US 8V CIS-basic and the Euro 16V CIS-basic.

Therefore, while I agree with Chris about using CIS-basic for simplicity, I 
would have to research the differnt systems to get the 8V system properly 
tweaked for the 16V motor. Using the 8V system as-is will probably work OK, 
but there will most likely be some driveability problems.

Using the Euro 16V system would retain the simplicity and not require any 
re-wiring, while at the same time magically reducing your savings account.
