OK, you have some pin assignments transposed, WRT the actual pins on
the connector, it should be:

The above is looking into the resistor end of the white connector. The
numbers are on the connector, way down in there, you can barely see
them. Mr. Bentley has seen fit not to put these on the electrical
schematic, for some reason.
Using the above pinout and grabbing both an analog ohmmeter (Simpson
360) and my UEI DMM:

0 = N/A
1 = 2,4 3.0 ohms 4.1
2 = 2,5 0.8 ohm 1.5
3 = 2,1 >0.1 ohms 0.7
4 = 2,3 0 ohms 0.4
I took the measurements with the meter(s) connected to the motor leads
(no motor connected) off of the resistor. I jumpered the pins as
listed above to determine resistance at each fan speed. Therefore,
these are the actual total resistance values that produce the voltage
seen by the motor.
You will want to use high-current ceramic resistors! I wouldn't even
bother trying to find board-mount stuff for this current level.
Send me your address and I'll send you the resitor. I have smeared
some blue RTV on some places where the ceramic started to crack, but it
seems to be OK.
