Hi 16v Jason, you sound like a newbie, so welcome to the list ;)

Bottom line here is that VW Vortex has the members who have the 
answers.  Seems like everything we see here, when it comes to 
performance mods at least, has already been discussed over there at 
length.  This topic has consumed a lot of bandwidth in the  last year 
or so, and although I could be wrong, I don't think anyone has ever 
done back-to-back dyno runs controlling every variable but this one. 
I believe someone has run 1/4 mile times with the 2 heads in the same 
car, but that isn't necessarily conclusive.  I also seem to recall 
someone in Quebec putting the 2 heads on a flowbench and finding the 
1.8 to flow better overall (in other words, peak).

Nonetheless, it's now part of Volkswagen lore that if you've got to 
pick a head for your 2L block, and you aren't planning on porting it 
down the road, the 1.8 is the one to pick.  I've yet to see anyone 
argue successfully against this wisdom....
