The cooling system works under pressure to prevent boiling.  Any time you 
open the coolant cap while the coolant is hot, you will get steam coming 
out.  I don't think you've got air in your system; it's probably the fan 
switch.  Try a lower value switch. Also, do you know your thermostat is 
good?  My car runs below the center of the gauge all year.
