It's the part my father said was the one that wasn't working (he also
said it was a high-pressure pump).  I don't know what it is or if the
mechanic had a different part in mind.

The electric fuel pump at the tank is working.  We (my father and I)
verified this by switching on the ignition and hearing it operate.  Fuel
is getting through the filter, as the mechanic had forgotten to fully
tighten a bolt and we saw a spray of gasoline from it.  Therefore, it
must be something between the filter and the block.  What the mechanic
told me was literally "the fuel pump is out".  He said it was a
mechanical pump.  The price he quoted for the part is roughly what the
local Napa wanted for what they called a "fuel injector pump".  Napa had
no mechanical fuel pump listed.  The mechanic is a Napa auto care center;
he is also not specifically a Volkswagen specialist.  That's about all I
really know.
