Correct, its not legal.

Technically, the NS upper front stress bar is not triangulated since it
doesn't tie into a third mounting point like the (examples-->) firewall
or the radiator support. It just used the existing upper strut bearing
studs on 2 points.

The only 8v that I know of that might be able to use the stock 16V lower
stress bar are the Rabbits. There was discussion that the 16v bar was
available for use on the Rabbit convertibles to correct some problem.
(Not exactly for sure on this point.) They do show up on the microfiche
for the convertibles so this might be a way to use the bar and be legal.
Unfortunately, the 8v Scirocco's are out of luck.

Absolutely. Bilsteins simply don't allow for adjustability for each
course and also for drivers preferences. Koni's do. Tokico's are
adjustable as well but ive never heard great things about them for VW's.
I bet if you compress the Tokico and turn, its rebound adjustable too.
Ahh well, I digress. LOL!!
