Ground straps.  I'm having a flash back.  :}

How's about the other items in the circuit? Could they be having bad
grounding problems? Might lead to 'backwash' of the electricity through
things that weren't meant to carry it, thereby causing problems. This is
what explains the lights being on helping things run right.

Sorry to just muse without solid advise, hth.
