I'm pretty sure the regulator is working okay, though I haven't been brave
enough to take it off (not much room in there, since I also have the
cruise control vacuum pump there). While the engine was running poorly
initially, I pinched the air line from the regulator to the intake
manifold and it reduced the idle speed even more, indicating air was
indeed getting through. And remember the idle *increased* after about ten
seconds, while I would expect the idle speed to decrease when the air
regulator closes (less air getting into the intake manifold).

The fact that the idle speed increased as if a switch had been thrown (not
gradual at all) made me think the thermo-time switch had turned off the
cold-start valve (as it should). If the cold-start valve wasn't working
properly, causing the engine to run badly, then perhaps when it turns off
the engine would run better...

Anyone know if a cold-start could fail this way?
