HVAC Question

When the selector lever is placed in the "Heat" position (air should come out of
the floor vents) should the actuator that's next to your right knee retract all
the way, or only about 1/2 way like mine does??  If I reach down and push the
actuator to full retract, I get more air volume on the floor, but less at the
defrost.  It makes sense that it should retract fully, but I thought maybe VW
wanted to retain some volume at the windshield anyway.

Anyone know??
