The FPR does not actually cause the coil to spark. The FPR senses the 
(Ground) pulses from the ICU and use these to keep the relay closed. On 
a fully functional, normal car, the car will get spark even if the FPR 
is removed. 

Your problem is that your coil is permanently grounded at terminal 1. 
This prevents the ground pulses from the ICU from generating a spark. It 
is possible that the short circuit originates within the FPR and by 
removing it, terminal 1 would no longer be grounded.
