Check your local laws first. 

In CA, the truck (company or privately owned) is completely liable for
anything comming off the vehicle and damaging another vehicle. if you see
something come off a truck and damages your car, get the license plate
number and if possible, a company name and phone number. Also there
should be a number on the cab. (In CA its called a CA number.) It
registers the truck with the state as a commercial number. I believe ALL
commercial trucks have these on the cabs. 

This also included your own car. If you loose a wheel and it dents a
fender of another car, your completely liable. 

Again, check your local laws.
