There are two problems with non-dot SS lines. Let's see, we have a teflon 
tube covered with stainless braid... indestructible? Not by a long shot, 
small pieces of road dirt/sand etc can work their way through the braid and 
become lodged between it (the braid) and the teflon tube. It can now chaff 
against the tube until it wears to a point, then you step on the brakes one 
day... and that spot lets go.

The second problem exists where the braid meets the crimped on fitting. 
Analogy - ever see what happens to a garden hose where it screws on to the 
faucet at the house? It kinks and wears then breaks. Same goes for the 
stainless braid, even at proper length it can't take the bend at that spot 
(it is heavily loaded by the crimp in this area), eventually the braid 
fatigues and it can snap off at the fitting.

The remedies ... a plastic coating or under braid of different material 
(Kevlar in lines I use) will keep the dirt from contacting the teflon tube. 
To keep garden hoses from snapping, they have a thick rubber jacket or 
spring by the faucet to keep the kink away. Same goes for the braided line. 
If those requirements are met, the SS lines will be dot approved.
