warped 16v head?

does anyone out there have any experience with a warped 16v head?

over the summer i had a head rebuilt that had a timing belt snap on
it....i had 4 intake valves replace, 1 exhaust valve, 8 valve guides, new
valve seals, and had the head resurfaced

before i had all the work done, i had it pressure tested and it was not
cracked...

after the motor was together and getting the electrical conversion, the
shop told me that the head seemed very hard to turn.....(i didnt try to
spin it beforehand since the cams were in the correct timing position)

i've taken it back to the machine shop and they said that it spins when
about 45lbs of torque is applied to the cam pulley (anyone know if this
sounds way out of the ordinary?) the machine shop hasnt been able to find
the cause of the stiffness at this point......

the shop that has the car thinks that the head might be warped....do these
symptoms sound like that might be the case?....

any help would be appreciated......

i plan on taking the head to a different shop on monday that specializes
in vw heads, but i need any help i can get at this point

thanks
dave
