Aaron,
    Like you said, it is a freeze plug.  You need to freeze it to help get
it in.  Typically when you freeze it you should do it for a minimum of 10min
in liquid nitrogen or a minimum of 35min in dry ice.  Suck it up an remove
the exhaust manifold it will pay off in the end.  Carefully take the plug
out of the cold stuff and install it.  Don't touch it with your hands.  Use
something insulated that you can get a good grip with.  If you have already
been freezing it then not sure what will help other than using a pneumatic
rivet gun to tap it in to place.  Good luck.  HTH
