The vents on the hood serve the fresh air in to the car's interior.
Since the rain tray has a rubber gasket along it's forward edge it
doesn't do much for the engine bay venting at all.

If you are going to block them off then you may want to open a hole in
the rain tray (Note- don't just vent it to the engine bay, you will suck
fumes and crash.) Graft a airtight flex tube out to the front grill or
some type of ram air setup.

Then again, why not just redesign the vents, not just close them off.
