Definitely do the lower bar first since it flexes much more than the
upper portion of the strut tower.  
Probably the stock Scirocco 16V lower stress bar is better since it
triangulates (Although a tiny bit) the mounting points. The 2 point bar
works just as good IMHO unless your building an all out racer. (In which
case you would have a full cage and the after market or stock bar would
be incorporated into the car but, whatever.)

They both do the same exact same job equally well. One is not better than
the other. This is more of a cosmetic difference than a performance
choice. I personally like the Neuspeed (Eurosport bars are similar and
much more affordable.) bar over the Autotech bar. Others opinions WILL
differ. You choose. Pick what you want or can afford.
