Front plate don't matter; only BC residents need front plates in BC. If
your home state/province doesn't require a front plate they can't ask you
to put one on for your holiday, that'd be downright lame.
As for declaring stuff at the border - find out what your exemption is
BEFORE you buy anything. It should increase according to duration of your
stay. You can pick up all sorts of pamphlets at the
border on you're way in. Duty can be pretty rough coming back into Canada
from the US, I know. Find out how much you'll have to pay on expenditures
over your exemption. Keep reciepts.
I'm from Canada so all my experience is from crossing the opposite
direction you will be; shouldn't be much different.
