Right off the bat, 16V. add 60% markup to whatever an 8V costs! 
Ive rebuilt 2 8V motors within the last 4 years. The first one was a
bottom budget rebuild where I ended up spending about $600 total on
everything. Most of the cost was in gaskets and the odds and ends that
needed replacing and also included a home valve job and the needed
special tools ect.. 
When I got the JH motor I tore it down and rebuilt it also. Since I did
have a little money to spend on a good rebuild (To ensure it would last a
little longer than my last cheapie rebuild job.) I spent about $900 on
everything which included new bearings, rings, gaskets, ect. I also
bought a TT stainless system when I installed the motor. Soon after the
motor was running I had to replace the fuel distributor which had
unknowingly caused it to run on 3 cylinders. (just before the bearing
spun on the old 1.7L.) With he new motor it again ran on 3 cylinders so
the fuel distributor was swapped and all was happy. Just remember that
you will pay a little more for the 16V and also there will always be
hidden expenses.
