Yes you can get a shorter belt for just the crank and waterpump.  Use 
a piece of string to measure the size you will need, be as exact as 
possible.  
Take the belt you have now with you (as a width reference), and the 
string measurement.

The crank pulley is a multy-piece pulley, with shims inside and 
infront of it on the crank.  Pull this crank pulley apart, position 
the new belt in place, and re-build the pulley.  You will have to 
play with the shims to get a snug but not tight fit for the belt.

It is not easy, but it can be done.

As far as the manual steering, I don't see why it won't work.
