You're ok - if the car did not come with a cat, you don't have to have one.
NJ's law applies to enviro-satans like myself who take them off.  Another
thing - I am not sure that NJ can impose that fine on me because I am from
Colorado.  If you're just driving through, I don't believe that your car
has to comply to their rules - think of California - I could drive my car
in CA, although it is not legal there, to register it, I'd have to make a
few changes.  I am driving to MA soon, and was possibly going to make the
drive on studded snows.  Legal year round in Colorado, studs must be
removed in the spring sometime(April?) in MA.  Called the State Police,
asked them - they told me that I would not have to take them off, as it was
legal by Colorado standards, the state in which it is registered.  Another
interesting one - in CO, a handgun may be loaded and concealed without a
permit in three places (well, two) - in your house, on your property, and
in your car.  I guess CO considers your car a mobile extension of your
house (some goofy rhetoric thing here - if you get pulled over with a
loaded gun in your car, it is *illegal* to have it for target shooting, but
legal for "personal protection.), anyhow, under Colorado's law, I could
drive XC with a loaded gun legally, provided my destination is a state with
similar laws - IE, Vermont.  If I were to carry a gun XC, and I get pulled
over, and they ask if I have a gun, I'm going to Vermont.  So, there are
exceptions, but the state in which your car is registered pretty much
dictates what you can and cannot do to your car.  FWIW, I'll shut up.
